@jhonpea I don't think this is quite right because on the Turn there is a choice of 3 cards Devil214 needs, either 4, 8 or the 9 (because he could have had 5,6,7,8,9).
I think the easiest way to approach is to add the combinations together.
1) 4 then and 8 on the river
2) 8 then a 4 on the river
3) 9 then an 8 on the river
4) 8 then a 9 on the river
Each one will be your equation: (1/45 * 1/44) = 0.051
Multipled by 4
= 0.2%

Since there are quads there. He needs a str8 flush. There are 4 cards that will help on the turn:
3, 4, 8, or 9 of hearts. Once he gets one of those cards then there will be either 1 or 2 cards that will complete his str8 flush. if he gets a 4 or an 8 then it is an open ended draw, if he gets a 3 or a 9 then it is an inside draw.
the probability of any winning hand is:
2/47*2/46+2/47*1/46 = 0.002775, or 0.27% or 1 in 360 hands.

@jhonpea Sorry, I don't think you're right either; he had two more options: he could have got a 3 on the turn and then a 4 on the river, or he could have got a 4 on the turn and then a 3 on the river.
1.) 4 -- 8
2.) 8 -- 4
3.) 9 -- 8
4.) 8 -- 9
5.) 3 -- 4
6.) 4 -- 3
So, on the turn there's 4 different cards he needs, and probability wise the 9 is just as helpful as the 3.
There's 9 cards dealt pre-turn card: two to each player, 1 burn, 3 flop, 1 burn = 43 remaining cards.

You don't count the burn cards, because you can't see them. They are still possible outs.  So even if 43 cards are remaining the deck, there's still 45 cards to count for outs.
