This is a donk play that happened to be right at the time. Only 2 hands beat him and a shove gets called by a lot that he beats. If I see someone just call my river raise with Kings full in this spot they get a note: "Weak/Tight, Nit. Bluff lots". But feel free to just call river raises with the third nuts all you want. It's your money.

Also if Howard had played it right he could have gotten all the chips in. He just called on the flop: what if a 4th card to the straight or flush card hits? Oh yeah, that's what happened and Howard checked the turn. Because of that he failed to get all Le's chips in (combined with Le's brilliant non-raise on the river).

Well, I think he's overrated too. He did win a bracelet but he lives in Las Vegas and plays as many tournaments during the WSOP as he can. Of course he finally won a bracelet. After all this work he now has as many bracelets as Jamie Gold, Chris Moneymaker, and Jennifer Tilly.

he would not have raised him unless he had a fullhouse or a bluff
and a set would have bet the turn
so he did the right move call instead of raise

This is true, and if they were 100+ Big blinds deep it would be a fair argument. But Li only has 38BB. If you aren't willing to get it all in with a full house, that has so many hands beat, 38BB deep you are weak/tight. That's my honest opinion anyway.
