He didn't put ferguson on 2 pair, he put him on a big starting hand. Phil needed a 4 to make a straight and probably would have folded on the turn if he didn't hit and if ferguson bet huge. Ferguson didn't bet a huge amount on the flop and Phil was right to call it. He played it really well and just got unlucky.
